  Capacity Building Programme 2021 "Public Governance of Digital Transformation - Digital Government Policy: International experience and implications for digital governance in Viet Nam" (Link to Brochure)

  
  

  
  

  Building on the outcomes and successes of the Capacity Building Programme (CBP) in previous years [2018, 2019, 2020], the OECD Korea Policy Centre's Public Governance Programme and the OECD Digital Government and Data Unit (Open and Innovative Government Division, Public Governance Directorate) continued to closely collaborate to support the digital transformation of public sectors worldwide.

  
  

  As part of the CBP 2021, the OECD Korea Policy Centre and the OECD leveraged the OECD Digital Government Policy Framework^[1] as a key policy instrument for governments around the world to advance their digital government maturity and capacity. In this line, the OECD Korea Policy Centre and the OECD co-hosted a workshop in partnership with the National Academy of Public Administration (NAPA) in Viet Nam on September 29, 2021, with the aim to disseminate the value of these resources and support the government of Viet Nam in its digital government development.

  
  

  Taking place under the framework of the OECD Global E-Leaders Initiative (GELI), this year's CBP also sought to foster peer-to-peer learning with Viet Nam as a non-OECD member country. The CBP with Viet Nam included a series of presentations and exchanges among speakers from the OECD, the Viet Nam National Academy of Public Administration, the Viet Nam Ministry of Information and Communication, and three OECD peers (Korea, Canada and Colombia). It saw the participation of more than 80 government officials and civil servants from the Vietnamese public sector.

  
  

  As an additional effort to build capacity and raise awareness among public officials in Viet Nam and beyond, the OECD and the OECD KPC also jointly produced six videos that provide an overview of each of the six dimensions of the OECD Digital Government Policy Framework:
