The 2nd Asia Public Governance Forum on Public Services Performance took place on July 18, 2024, in Jakarta, hosted by the OECD Korea Policy Center, OECD Public Governance Directorate, and Indonesia's National Institute of Public Administration. This event built on the success of the first Forum in Manila (November 2023) and gathered nearly 30 mid-to-senior level officials from eight ASEAN countries, along with representatives from Korea, OECD, and other international delegates.
The Forum aimed to share best practices on monitoring and improving public services performance. It featured four sessions:
Session 1: OECD presented a draft on public services in Southeast Asia, revealing improvements in accessibility and quality, but highlighting gaps in administrative services. National priorities were discussed, such as enhancing speed and convenience, moving services online, and using AI to improve operations. A poll identified the top priorities: faster services, clearer processes, and greater availability.
Session 2: Discussions centered on using performance and user experience data to improve service delivery. The Philippines shared its performance tracking system, Australia presented a Trust in Public Services survey, and Indonesia's Ombudsman discussed their compliance survey.
Session 3: Focused on user feedback in service design. Presentations from Ireland, Thailand, and Indonesia showcased how citizen engagement and feedback are used to improve services.
Session 4: The OECD introduced a new survey to assess public service performance across Southeast Asia. This survey will help benchmark practices and identify leading examples, contributing to a stronger evidence base for public service reforms.
The Forum highlighted the importance of using both performance data and user feedback to enhance service delivery, setting the stage for ongoing collaboration and improvement across the region.
